  1. Meeting called to order at 0815.

  1. Budget issues:
    1. Steve Dyson handed out budget to FPDB Tuesday evening.  There is one month to review and make changes before the board votes on the budget.
    2. Chief Thacker would like the 2007 budget to cover three evening training officers who would be responsible for handing out material and covering training for Chief Thacker on the evening shift.  A stipend out of the training fund was requested.
    3. Chief Cassin responded by saying that all money for salary must come from personal services fund.
    4. Chief Thacker then requested that money be taken from training fund and put in personal services fund to cover the cost.
    5. Chief Cassin and Chief Thacker are going to work on a solution.

  1. Captain Hart would also like to designate a go to guy for EMS issues on the other shifts to cover when he is not available.
    1. There is currently an issue with the run reports getting done correctly.  Several contain unclear and obscure information.
    2. He would like an orientation process on how to enter the information.  (Incident Narrative are being turned in the same as Patient Narrative)

  1. Personnel issues:
    1. Scott Deford no longer on a shift
    2. Santerre is sharing shift with Scott
    3. Derrick Watkins has now started on evening A-shift at 52

  1. Pool vehicle use for education
    1. Mileage limitations in policy for educational use due to the lesser restrictions on the pool cars as opposed to the staff cars
    2. Due to the HazMat response there will be training classes, could they use the pool cars.
    3. Pool cars need to stay close because if they are out and needed could create interference in day to day operations.
    4. Chief Tibbetts believes that if department were to come to someone and requests that they take a class the department is responsible for the expenses incurred for that class.  If someone from the department comes in and says they are taking a class the expenses incurred should come from that persons training fund.
    5. Restriction that Fire Chief must okay the use of the vehicle.
    6. Staff car must stay in Johnson and contiguous counties, while the pool car has no restrictions.  There should be some clarification.
    7. Chief Cassin believes the policy should be clarified and “or Fire Chiefs approval” should be removed.
      1. Mileage restriction should be short (within state or to adjoining state) and for short periods of time.  Will be determined by the affects on day to day operations.

  1. Cadet program:
    1. What should be done with good candidates that have not completed their training but are at the cutoff age of 19 or 20?  The main concern is mixing them with the 14 year olds.
    2. Policy should state that cadets have one year from graduation date to complete their training and certification or 20 years old.
    3. Gear is a problem currently.  There are 19 or 20 in the program currently and will be 25 or 26 next year.  The handout contained a list of six candidates that have either completed training or are almost complete.  The question is what to do with them until a spot would open up.

  1. Physicals:
    1. Blood work starts June 19 – 21
    2. Physicals will begin in August
    3. Techs will receive the HazMat physical
    4. Cost is the same except the HazMat physical which is slightly more

  1. Captain Hart would like to add testing to the EMT or Paramedic policy.
    1. If the paramedic being hired has been trained through the sponsoring hospital they should be released to work.  If they are hired from another location then they should be required to make two runs under supervision.
    2. He would like for any new EMT to work a 12 hour shift with the EMT director or designee as training.  This would allow him to get to know them and discuss patient care and administrative duties with the new EMT.
    3. All EMT must maintain ACLS card.  Failure to maintain EMT certification could mean dismissal.

  1. Rural Metro issue:
    1. Rural Metro will remain in the area until the consolidation – sometime near the end of 2008.
    2. Greenwood is still serious about running its own service.
    3. IFS will do an Ambulance study at no charge.  The cost of the operation will be broken down into categories and displayed in a PowerPoint presentation.
    4. Greenwood put their new protocol into effect June 1st, White River should go into effect in the next couple of weeks and Rural Metro is unsure.
    5. AHA standards will take effect July 1st.  Captain Hart is currently reprogramming the monitors.

  1. Policy Manual – If there are any problems with policy or other matters please make the changes and bring them to the staff, they will then review and make changes that are necessary.

  1. Meeting ended at 0940.
