Senior Staff Meeting
April 17, 2003  ~  0900 hours

Chief Tibbetts called the meeting to order at 0908 hrs.

1.  Chief Young, on behalf of Chief Cassin, asked Chief Tibbetts if it would be possible to move the credit card to a general location where all Chief officers would have access to it at all times.  Chief Tibbetts denied this request, stating that all purchases should not be of an 'emergent' nature which cannot wait until another time.  Chief Tibbetts did state that he would leave the credit card with Chief Cassin when he was not in the office.  Chief Brown suggested trying to order a 2nd credit card for Chief Cassin to keep.

2.  Due to recent changes in shift start times, it was agreed that the Senior Staff meetings would begin at 0800 now instead of 0900.  Regular Staff meetings will begin at 0930.  This will be effective starting with the May 1st meetings.

3.  Chief Young, on behalf of Chief Cassin, announced that the salary study is an on-going process.

4.  Chief Tibbetts gave financial updates
        -  Almost all accounting is being handled in-house now by Chief Cassin & Kim.
        -  Coonrod & Assoc. will only be handling MAJOR issues (budget appeals, etc.).
        -  Our next capital project will need to stay between $400,000 and $700,000 and will include the Plymovent at station 
            53, land purchase for new station, land purchase for station 51 expansion, etc.
        -  Kim stated that in her last discussion with Chief Cassin, he was anticipating receiving input from, and issuing a budget 
            to, each individual division.  Kim emphasized that this was some time ago and she wasn't sure what his current plans 
            regarding next year's budget are.  Everyone agreed that one item on the May Senior Staff agenda should be budget 
            development.

5.  Recent issues that have arisen regarding Medic 51 were discussed.  Chief Tibbetts will discuss the situation regarding one particular crew with Jim White as soon as possible and request that he remedy the situation instead of the fire department being forced to take actions to accommodate that crew.
    *  Chief Tibbetts reminded the Battalions to schedule riders at station 52 or 53 whenever possible because of the limited bunk space at station 51.

6.  Upcoming road closures include:
        -  SR 144 at SR 37 -->  Starting next week.  -->  Battalion 5 and Engine 53 will respond.  Once the Battalion is on the scene, he will determine if Rescue 51 is needed, depending on what is coming from Bargersville.  Chief Slauter will contact Dave Baughn from Bargersville and try to encourage them to take their rescue to runs in that area.
        -  Smith Valley Road, from SR 135 to Gateshead Lane -->  Starting Monday for four months. -->  Cannot go across railroad tracks.  Chief Slauter will wait until work begins to see what the width of the access lane will be, then he will decide what the run responses will be in that area and let everyone know via email.
        -  Yorktown Road, Curry Road and Demaree Road -->  AVOID!!

7.  When Grass 53 responds out of district, only two people will be on board, and the aerial chauffeur will be left behind.  If an aerial run comes out while the grass rig is out, the Battalion will serve as the officer on the aerial.  Chief Slauter encouraged  everyone that if they arrive on a scene with the grass rig and need more help, to contact that agency's IC for an Engine from White River.

8.   Chief Young requested, and was granted, permission to re-implement the Thursday school lunch program now that the terrorist threat level has been downgraded.  He will re-issue a schedule for this.

9.  Even though the terrorist threat level has been downgraded, all crews still need to stay on station as much as possible.  Over the last few weeks, our response times have improved by almost 1 1/2 minutes, as have our fuel expenses!

10.  Chief Young informed everyone of the ceremony scheduled to take place at Center Grove Elementary School tomorrow.

11.  Extensive discussion on the SWAT Medic team that has been re-established.  Concerns were heard from the Battalion Chiefs regarding establishment of the team, operating guidelines, etc.  All SWAT team issues involving WRTFD are on hold until Chief Tibbetts can investigate further.

12.  Chief Thacker stated the the Company Officer Development series will begin in June.  The first segment, Leadership, will begin June 2nd, will run for 4 Mondays at 1300 hours each day.  He will obtain pricing for the book "Igniting the Leader Within" and will let everyone know.

13.  Chief Thacker also stated that a Firefighter I/II course will begin May 6th at station 53 at 1800 hours.  It will meet on Tuesdays in May, then move to Thursdays in June.  The cost for non-WRTFD personnel will be $150 + books.

            >  Contact Center Grove schools for their emergency plan - 
                communicate findings with other WRTFD Battalions.
            >  Review response to Smith Valley Road between Gateshead Ln 
                and SR 135.

Young / Slauter:


            >  Homeland security.

Young:


            >  Finish any policies still outstanding and forward to Chief Cassin.
            >  Small Pox vaccination.
            >  Summer uniform order.
            >  Fire gear budget.
            >  Finish accountability tags and distribute.
            >  Basic equipment on staff vehicles.
            >  Gear racks for on duty crews.
            Running boards.
            Haz mat resource options for staff vehicles.
            How to make Tier Two reports accessible to all.
