Chief Cassin called the meeting to order at 0905 hrs.
1. Chief Tibbetts stated that when the threat level for Homeland Security is elevated, we will take appropriate actions. He has not yet determined exactly what those actions will be, however locking the buildings down and allowing no tours or visitors are being considered. He will have this finalized at the next Senior Staff meeting.
2. Chief Cassin stated that he has received most policies back and they are currently being reviewed.
3. Chief Cassin has issued a memo that all shift trades, whether PT or FT, must be done within 28 day period. The schedule must reflect who was physically working at that time. This is to eliminate potential OT liability.
4. Chiefs Tibbetts, Cassin and Slauter reviewed all shift requests yesterday. All personnel who applied for a shift will be notified today of their status. The policy currently reads 'no more than 3 trades in a 30 day period'. All staff personnel need to be reminded of this, as well as the fact that they need to trade with an equally qualified person. When they are notified of their status, they will also be reminded that having a shift is a privilege and can be removed at the discretion of the Fire Chief. Chiefs Cassin and Slauter will make the appropriate notifications.
5. After checking with our legal counsel and finding that moving shift times to 0700 from 0800 has no legal issues, all shifts (both FT & PT) will begin at 0700 starting April 1st. Chief Tibbetts stated that office personnel schedules will be discussed at a later date.
6. Chief Thacker requested that we do a better job of enforcing crews on station cleanliness. Kim requested that everyone help to keep the reception area clean and free of old newspapers. Chief Tibbetts instructed her to cancel the Indianapolis Star subscription.
7. Chief Thacker discussed Command Dysfunction. We need to make sure sectors are assigned and that we mark on the radio when we are en route and on scene of an incident. Suggestions included updating the SOG, performing tabletop scenarios, and developing an IC system that fits us. Chief Thacker will work on this and report back at the next Senior Staff meeting.
8. Chief Brown met recently with Best Lock. However, the project of re-keying the stations is on hold due to our financial constraints. Chief Tibbetts approved $650 for the key pad for station 52.
9. Station 52 update: insurance company is paying to upgrade the station to current codes, the carpet has still not been installed, Chief Tibbetts has instructed Tony Slusher to have the PODS delivered Tuesday or Wednesday.
10. Discussion on FEMA grant for FY2003. Several options were discussed. Further research will be conducted and brought to the next Senior Staff meeting for a final decision.
11. Chief Young showed examples of the new accountability tags, as well as a proposed running board for the apparatus. Everyone liked these items and he will continue with implementation procedures.
12. Chief Young requested better haz mat resources in the Battalion vehicles. Everyone agreed. He will research this more and report to the next Senior Staff meeting.
13. Tier 2 reports are entered into FireHouse, then filed by Chief Brown. Chief Young requested that we think of some way to make these accessible to the crews.
14. Chief Young requested constructing a box to carry extinguishers and O2 bottles. Chief Tibbetts stated that if this occurs, a cage will need to be installed in the vehicle to make it OSHA compliant.
15. Chief Brown inquired on the status of purchasing digital cameras for all staff vehicles. Chief Cassin stated that because of budget constraints, this is not possible at this time. All BCs are carrying disposable cameras.
16. Don't forget that when Medic 51 responds by itself on runs (ie: Morgan County assists), NFIRS must be completed. Chief Young stated that he would take care of this on his shift.
17. Chief Young stated that he would like to see the Department send Jake Kocher to class to become certified as a fitness coordinator. This would enhance our health and safety program. We currently have three personnel certified for this, Bruce Alexander, Jeff Wilson and Joe Settles. However, they do not have time to take on this project. The class is $595 and registrations are due March 15. Everyone agreed that this is something we should pursue. Chief Tibbetts stated that there was no money in the budget for this. Chief Slauter suggested contacting Scott Deford, who is already certified, to see if this is a good class for what we need.
18. Headquarters is still a Mercury reception site.
19. Chief Thacker requested that we purchase a flag for station 53. No one is quite sure where the old one is.
