Minutes of July 21, 2008 Board Meeting (2008-4)

The Meeting started at 5:30pm and adjourned at 6:50 pm. Held at LeAnn Ferry’s home.

 

This was a regular Board Meeting although it was rescheduled from July 23rd due to scheduling conflicts.

 

Grounds Committee Issues

1.     The home on Lot 93 is believed to be currently owned by Irwin Union Bank.  The condition of the yard continues to yield complaints.  John Price offered to call his contact at Irwin Union to obtain the name of the correct person in to which the Board can direct their concerns.

2.     The Grounds Committee is having trouble obtaining the proper size and species of tree to replace the trees growing in the medians that have died this year.  Ash trees can no longer be obtained due to the emerald ash borer threat.  The Committee is still working with a company on alternative trees.  Letters will go out to affected homeowners soon.

3.     The flooding on June 7th removed riprap rock from the creek-bank at the entrance to Highland Park.  A large amount of riprap rock was also deposited in the creek-bed from the Eagle Trace side. The Grounds Committee will get bids to do repairs.

 

Pond Work Update

1.     David Jacks has a potential buyer for the pond bubblers installed one year ago and      asked the Board for the specifications and original cost of the equipment in order to arrive at a selling price.  Dennis O’Toole will look for the invoice and any other pertinent information to give to Mr. Jacks.  David Jacks has also offered to purchase the faux rock that covers the motor for the bubblers.

2.     Jerry Day is still working on obtaining enough upper pond resident interest in putting a light package on the fountain now installed in the upper pond.

3.     The Board wants Leistner to meet with a Board representative to review the times the fountains and lights and supposed to run. Leistner wants to be called anytime there is a power outage necessitating restarting the fountains and possibly resetting the clocks. One person will be designated to call Leistner for this purpose.

4.     The Board is still awaiting a revised estimate/contract for the transfer pump.

 

Architectural Issues

1.     The Kistners have started work in their yard without an acceptable plan being submitted to the Architectural Committee. Information has again been requested.

2.     There is a request for a 6 foot fence from a new homeowner.  Standard fence height as outlined in the Covenants and Guidelines for Architectural Approval and Construction is 4 foot.

3.     The Board will have the Covenants and Guidelines for Architectural Approval and Construction put out on the Association website.

 

Lake Easement Access Issue

The Board has sent a letter to Lynn Grey, the Association’s attorney, authorizing her to contact the homeowner who built over the lake access easement.

 

Signage

Homeowners are again reminded that yard signs are not permitted inside of Highland Park per the covenants.  Requests to have signs need to be made to the Board.  Violators will receive a letter.
