Minutes of May 21, 2007 Meeting

Meeting began at 6 pm, adjourned at 7:15 pm and was held at Bill’s house. 

 

Update on Lake Pumps

Pumps were installed in early May.  After installation several homeowners noticed a high-pitched sound.  An adjustment was made and both appear to be operating properly..  Pumps were installed on the existing electrical unit; another dedicated electrical unit is still available if the lake owners should decide to install a fountain.  This would allow for separation of charges for electricity associated with pumps versus charges associated with other items such as fountains.  Feedback from the lake lot owners regarding the installation of the pumps has been positive. 

 

Budget

Dennis presented the April budget and it was approved as submitted.

 

Covenants and Restrictions

  • Bill is working with Lynn Gray to draft a letter to the homeowner on Eagle Trace Drive who has built on the easement to the front lake.  The letter will allow a 30 to 45 day timeframe for the homeowner to establish and record an easement to the lake on the opposite side of his property.
  • We recently received a complaint from a homeowner regarding a neighbor mowing their lawn at approximately 9 pm. In our next newsletter we will make note of general courtesy to neighbors, including noise.
  • The RV parking violation (Kehoe) was settled by the homeowner agreeing to abide by the Covenants and Restrictions for Highland Park.  The homeowner received and signed a court injunction in favor of our request to not park an RV on his property .  The Homeowners Association recouped all legal expenses expended to pursue this action from the homeowner
  • We received notice of two garage sales; letters were sent to both homeowners (Donica and Whitaker) May 22 as a reminder that garage sales are prohibited.  Brian raised the possibility of Highland Park hosting an annual garage sale to provide homeowners an opportunity to participate in a garage sale at least once a year.  A change to the Covenants and Restrictions would be necessary to accomplish this.  Coleen would like to put a suggestion in the next newsletter to have people respond via website with their thoughts about an annual Highland Park garage sale.
  • There was one complaint of a parked boat; a letter was sent to the homeowner (Nystrom) on May 22.

 

Directory

Coleen reported that the directory is ready to go.  To respect the privacy of our neighbors, the directory will only include information for those who responded to Coleen’s request for information.

 

Annual Dues

The last 2 outstanding homeowners’ dues were paid in full, in addition to the penalty.

 

White River Citizens United Update

John Griffin attended the meeting to provide the board with an update on WRCU.  The WRCU focus has largely been on the discussion of the future structure of White River Township; do we annex with Greenwood, Incorporate or remain status quo?  Professor Paul Frigga, who resides in White River, compiled a study on the subject.  He hosted students to study the situation and reported their findings.  White River Citizens are concerned that “our voices” are not being heard or reflected with the current arrangement.  White River contributes the largest percentage of funds but does not receive back an adequate share.  John will provide a copy of the study so we can post it on Highland Park’s website.  The board had previously agreed to continue to support WRCU and will contribute $1100 on receipt of the bill.
