Minutes of February 2, 2006 Meeting

Meeting started at 6:00 pm and adjourned at 7:15 pm.  Held at Brian’s house.

 

Treasurer’s Report

Dennis provided the treasurer’s report for December, 2005 and January 2006.  Noted that the creek clearing project was the biggest “over budget” item.  Reports were accepted by all Board Members. 

 

Banking Update

We were being charged $8/month for electronic banking.  Fee is waived if we maintain balance of $10,000 or more.  We do maintain that balance in a savings but not in a checking, so Dennis convinced the bank to waive the $8/month fee.

 

White River Citizens United

Board unanimously approved the continued support of White River Citizens United.  Dues will be $10/lot ($1280 total). 

 

Snow Removal

Noted that snow removal was utilized once in December for approximately $350.  Discussed whether or not it is necessary for Mowing by the Hills to receive prior approval for removal of snow; concluded that the decision will be left up to Mowing by the Hills with the limitations set forth previously (only if we get 4 inches of snow or more and only if the City/County has not already plowed). 

 

Annual Homeowner’s Dues

86% of the homeowners have paid dues; 15 people have not yet paid.  Dues were due January 31; late fee now applies.  Denny will send letters to those 15 who have not yet paid.

 

Tree Planting Project

During the project, 19 trees were planted.  Expected reimbursement from 8 people; received reimbursement from 7 to date.  Received some requests from homeowners who wanted trees planted in a different spot, but the trees were planted according to the original tree planting blueprint.  Charlie Burris expressed a concern about the tree being replanted in the original spot because he believes there is a moisture issue.  He inquired as to the warranty on the tree that was planted.  Mike Coombs will see Charlie sometime in the next few days and will let him know that the warranty is for one year.

 

Homeowner Rick Payne was charged $50 for stump removal but did not reimburse the Association; he reimbursed for the tree only.  We will not try to recover the stump removal cost.

 

Lake Costs

Question was raised about possible outstanding issues related to the costs associated with the lakes.  Board agreed that any outstanding issues related to the lakes (other than those issues/costs pertaining to storm water drainage) are the responsibility of the owners of lots on the lakes. 

 

Bridge Repair

Bill Dickey spoke to Don Sanders (Johnson County) to see if the bridge repair is the county’s responsibility.  Bill explained the extent of the damage and the needed brick veneer repair.  Don indicated that if Greg Allen’s plan specs were submitted and met county specs, the county handles the repair.  If not, the repairs are up to us. According to Greg Allen’s office, the bridge was built within county specs because that is the only way they could have built it.  County indicated that the specs were within their guidelines but the veneer work is not in compliance.  The county subsequently examined the bridge and determined there was no structural damage that was a danger to traffic or pedestrians using the sidewalk and that the veneer work was the only problem (the mortar has deteriorated).  The county does not plan to repair the bridge.  If we decide to repair the bridge, we must submit plans to the county for approval.  Bill contacted the county and let them know that we plan to repair the veneer.  Bill will take pictures and submit to the county for their approval.  Shackelford has been approved as the contractor who will conduct the work on the bridge and guard shack. 

 

Violation Issues

Basketball Goal Violation - Brian sent letter to the homeowner on Eagle Trace Drive who is in violation, but no response.  Brian will follow up.

 

Abandoned Car on LotThere was a report of an abandoned car on the lot by Brian Perkins.  Brian Benham will take a look at this.

 

Drain on Sidewalk – There have been several reports of an improperly draining sump pump by 1805 Eagle Trace Drive.  John will make a call to the county to have them stop by to look at the problem.  There was concern among the Board that this might be a violation of both HPHOA and the county.

 

Social Committee Update

Coleen is getting information together on summer and Christmas parties.
