Minutes of September 8, 2004

Meeting started at 7:00 pm and adjourned at 8:15 pm.  Held at Dennis’ home.

 

Guard Shack Renovations

Guard shack was struck by lightning, resulting in approximately $3000 in damages.  Sprinkler system repaired, roof repaired, brick still needs repair.

 

Guest Visitor

Bill Dickey, homeowner (1789 Eagle Trace Drive/888-6676), in attendance.  Wanted to meet the board members and express interest in getting involved.  He issued several concerns related to inappropriate parking of vehicles (i.e., the Colts bus on Eagle Trace Drive, the boat on Eagle Trace Drive).  Also has interest in participating in the grounds committee.  Remained in attendance for the duration of the meeting.

Un-built Lots

All members of the committee would like to see the subdivision built-out.  There was a discussion about the possibility of exerting pressure on lot owners who have owned lots for several years and are still not considering building.  The board does not believe that we have the authority to do so.

 

Lake Maintenance

Discussion arose again regarding who is responsible for the maintenance of the lake and fountains at the front of the subdivision.  All board members with the exception of Charlie Burris felt that the Highland Park Covenants and Restrictions clearly specify that the Association pays for the maintenance and repair of the lake property related to the storm water drainage system only.  All other expenses for maintenance, upkeep and repair of the lake property, are shared pro rata by each lake lot owner based on the frontage owned by each respective lake lot owner.

 

Dennis pointed out that R&G Management may not have administered the Covenants correctly.  Charlie went on record to state his disagreement with the other board members.  He does believe that the cost of upkeep for lights on the fountains and other lake maintenance items should be incurred by all homeowners, not just those who own the lake property.  Several board members pointed out that it is the exclusive rights of those lake owners to use and enjoy the lakes.

 

Lisa will draft and send letters to the homeowners on this lake, to reiterate the wording in the Covenants and Restrictions.

 

Common Areas

An issue has recently been raised regarding the responsibility of lawn mowing on the northern-most portion of the properties owned by Hoeping, Perkins and Doyle.  Judy Hoeping called twice to issue a complaint regarding the discontinuance of lawn mowing for the portion of her property between the creek and Olive Branch Road.  She indicated that she had an agreement with Greg Allen, whereby he would handle and pay for the mowing of that designated area, as part of the common area maintenance.  John Nystrom took photographs and researched tax records, recorded deeds and designated common areas and the board determined that this portion of the property for all three homeowners is not part of the common area.  Therefore, each homeowner, and not the Association, is responsible for the maintenance of these areas.  John did get a quote from Jim the gardener, who will mow that area for $30/week.  Lisa will draft and send letters to these three homeowners, to reiterate their responsibility.

 

Speeding

Fritz Wurster (homeowner) contacted the Johnson County Highway Department to research the possibility of adding stop signs to the neighborhood.  The Highway Dept will not consider stop signs due to safety or speed issues.  The will not even consider the addition of stop signs without a recommendation from the Greenwood City Commissioner’s office.  John recommended that we hire a sheriff to help gather enough “ticket evidence” and then pursue with the Commissioner’s office.  Because you cannot hire a sheriff to specifically monitor speeding, we would hire the sheriff for security purposes and he would be able to write tickets as the opportunity arises.  John will research cost involved in hiring a sheriff (possibly Tom Shively). 

 

Budget

We have a surplus (excluding the reserve) of approximately $5,000-$6,000.  We currently pay REMC a prorated monthly amount of about $400 for streetlights that will end in October.  Thereafter, we will pay a monthly electric bill only.

 

Formalize By-law Change

John and Lisa both need to sign the document to formalize the recent by-law change.  John will get the document to Lisa to sign.

 

Front Entry

There has been a lot of interest in items for the front entry.  Lisa will research ideas and costs for a possible brick Highland Park sign.  Lisa will look into Christmas decorations, including luminaries.  Lisa was given the responsibility of organizing a grounds committee.  John will e-mail Lisa names of other homeowners who were interested in participating in this committee.  Bill Dickey expressed his interest in participating.

 

December 4 Party

December 4 is the Christmas Progressive Dinner which will be primarily drinks and appetizers.  John and Coleen have volunteered their homes, but they are looking for at least two other homes for the party.

 

Next Meetings

The next meeting will be held October 6 at Lisa’s house, 7:00 pm.

 

John will check with the White River Library on available times in November for an annual homeowner’s meeting that month.  If we can arrange a meeting in November, Coleen will take care of renting a sign for the front entry as a reminder to homeowners.
