Minutes of June 8, 2004

Meeting started at 7:00 pm and adjourned at 7:55 pm.  Held at Jeff’s home.

 

Lake Maintenance

John has received numerous complaints about the front lake.  Leisner originally misdiagnosed the algae problem; he will rectify.

 

State and DNR regulates the amount of chemicals going into the lakes.  We need to ensure that the regulations are adhered to.  Many lake owners are administering their own chemicals which has the potential for exceeding state regs.  John will discuss with lake owners when he delivers his welcome letters.

 

Received Brocton Manor meeting update from John Nystrom.   Several issues arose regarding the shared lake between Brocton Manor and Highland Park.  We learned at one point that Highland Park has been paying an electric bill for the lake pump for several years (at least since 1997) that should have been the responsibility of Brocton Manor.  As a result, they owe us $6000.  They do not feel obligated to repay us for this expense.  In addition, they are charging us $2100 for maintenance of the shared lake between Brocton Manor and Highland Park.  Historically, Greg Allen has paid both bills from homeowner’s fees from both subdivisions.  We are proposing a change in our bylaws to pay an annual fixed fee of $1350 for maintenance of this lake.  We are currently attempting to secure approval from at least 75% of our homeowners to make the change. 

 

Complaints - General

Dennis Steeb issued a complaint against his neighbor, Mr/Mrs Walter Casavecchia.  Dennis alleges his neighbor is improperly disposing of grass clippings at the back of his lawn.  John Nystrom has observed this area in question on three occasions and has been unable to find a violation of our covenants.  Lisa Wurster to draft letter to Dennis Steeb indicating that we believe the Casavecchias are maintaining their lawn in accordance with the Highland Park Association covenants.

 

Mr/Mrs Walter Casavecchia issued complaint about the drainage pipe Greg Allen installed behind their house.  Casavecchia spoke with Johnson County who said it was the homeowner’s association responsibility at this point.  We are checking with attorney Sean Clapp to see who is legally responsible for the proper working condition of the drainage pipe.  John Nystrom has left messages for Greg Allen and e-mails to Kristy with no response.  We will have Sean Clapp draft letter to Greg Allen with a copy to the Casavecchias and the Steebs.

 

Speed Issues

Johnson County Sheriff installed a speed machine on Dockside Drive.  Results indicated that approx 30% of the cars passing the machine were traveling at excessive speeds.  The fastest recorded speed was 117 mph.

 

We still want to pursue the addition of stop signs.  Fritz Wurster will research the possibility of adding stop signs.

 

Website

Scott Cassin has been working on getting our website up and running.  We can visit the test site at highlandparkhomeowners.com.  We have our site name for one year and hosting until next March.  Lisa Wurster will e-mail Kristy to get an electronic copy of our bylaws.  Lisa will send Scott electronic version of all meeting minutes to date.  There is an administrative agreement for the website; we will get an e-mail regarding renewal.  We will be posting newsletters and the directory on the site.  Coleen Ellis is hosting a meeting on Saturday to work on the first newsletter and the directory.  We will be selling advertisements for the directory at the following costs:  $125- ˝ page, $250- full page.  We want info on the website to mirror the newsletter.  Would be great to pass as much info as possible via the website.  Dennis could also post monthly financial info on the site.  Sometime in the next 30 days Scott will train Angie Seamon and Dennis O’Toole on updating the website.

 

Miscellaneous

Jim Walthrip will head up the grounds committee.

 

The sign at the entrance to Highland Park will be coming down at the end of June.

 

Board members are to write bios and send to Scott.

 

Our D&O insurance is in place.  We have a $1 million directors, officers and property liability umbrella.  We do not have a bond for treasury protection.

 

We have received 100% of our past due association fees from homeowners.
